Steve Owens, director of the Arizona Department of Environmental Quality, visited with Cronkite News Service on Tuesday, Sept. 30, 2008, about a plan by the Western Climate Initiative to reduce greenhouse gas emissions. Owens said utilities are feeding an erroneous perception among the public that the plan will cause a spike in electric bills.
