Gov. Janet Napolitano said Wednesday, Sept. 17, 2008, that a 62 percent failure rate among high schoolers on the science portion of the AIMS test demonstrates the need for Arizona schools to emphasize science education. The governor also said comparisons showing Arizona last in the nation per-capita in federal earmarks illustrates that the state doesn't get back a fair share of the tax dollars it sends to Washington.
